LEGAL BROTHELS OF NEVADA

I've been the shoulder many women have cried on about the working conditions up at the legal brothels.  I've also seen how things have taken a very dark turn since about 2007 with the industry itself.  Including how many of you have been actively "persuaded" not to go to the press, if they'd listen to you, about your experiences.

It seems the union is trying to expand into the industry in Nevada according to Jennifer O'Hare who opened up a brothel herself supposedly to be in "competition" with the male run brothels up in the region.  She's also had some very serious accusations she's made against other brothel owners.

I told her I'd put it out there to you as our members if you want to come forward and talk about your experiences up there with the idea of changing working conditions.  I know some of you have been seriously threatened and I myself have had to relocate many of you outside of Nevada entirely.  But nothing changes until it's had a light shined upon it.  Sometimes yes at great cost to those of us turning on that flashlight.  So I don't blame any of you for not wanting to talk about these issues.  I'm not even convinced myself this whole thing isn't just some way to flush you out of the bushes before Dennis Hof runs for the Senate.

If you want to talk about this, then I'm going to advise you to come to me first and let me have you consult with one of our trusted attorney's who can advise you of any legal repercussions you have to be aware of or careful about first, and ways to protect yourself from retaliation.  Today's gangsters use lawyers as we well know!

You know how to reach me if you want to talk about this more.

RAPE AND NEVADA LEGAL BROTHELS

When we gave the press conference in 2007 (read about here at www.hightechmadam.com) about how sex trafficking was at the highest in the country because of the legalized sex industry there, which includes the legal brothels, in Nevada - one of the arguments heard back was that the legal industry is responsible for Nevada's low number of rapes.

However, there ISN'T a low number of rapes in Nevada is there?  There is however two things that are being juggled in Nevada to try and defend legalized prostitution.  Rape and HIV/AIDS infection.  So you want to make your rape numbers look low?

Just don't test the rape kits.  http://www.reviewjournal.com/crime/sex-crimes/nevada-receives-117m-help-erase-backlog-untested-rape-kits  Not only does that make it APPEAR Nevada doesn't have a high number of rapes in the state,  but it also gets you paid!

To reward the Attorney General for NOT  testing rape kits, she got $1.7 MILLION DOLLARS to test these kits!  Wow.  What brilliant strategy!  Don't test the rape kits, don't prosecute the rapists, claim you have one of the lowest rate statistics in the country, and you actually get PAID for this!

Nevada also only tests for HIV/AIDS in prostitutes when they're arrested for prostitution charges.  So what does Nevada do to hide these numbers?  They DON'T ARREST prostitutes!  No - what they do is hold them for 24 to 48 hours and then release them without charges.  So it makes it appear they don't exist.  Only they do exist and they are costing the state money for each day they're held.  But without charging them, then we don't know what the actual HIV/AIDS rate is among Nevada prostitutes.

Unless tested when arrested, a woman's HIV/AIDS statis is private and therefore the state has no numbers to know how many of the Nevada sex workers actually have HIV/AIDS.   Now if they're negative when getting a prostitute license - that still isn't going to tell us much considering the virus can take up to 15 years to show up on a blood test.

Oh and this "Swedish Model" that these people have been cramming down our throat?  Have you seen the Swedish rape statistics lately?  An 11 percent increase this year.
https://en.wikipedia.org/wiki/Rape_in_Sweden

One thing - Sweden isn't a capitalist society.  In America some men and women are engaging in prostitution to eat.  Why are we trying to copy a prostitution model from a country that isn't a capitalist one?  If people aren't in a position where they don't eat - I don't think you can compare the two systems without adding in that tiny little factor that some American men and women are engaging in sex work purely to feed their kids.

But I got to hand it to Catherine Cortez-Masto - don't test the rape kits and get paid over a million bucks for allowing cases to go cold.  Allow the rapist time to leave the state.  Brilliant - just brilliant.  What I don't understand is if legalized prostitution is so good - why is the state having to literally manipulate the women of the state like this just to juggle the numbers in it's favor?

RESPONSE TO THRILLIST ARTICLE ON NEVADA BROTHELS

https://www.thrillist.com/sex-dating/los-angeles/what-is-a-legal-brothel-like?vortexd=65

Note the comments below - people are seeing straight through this "inphomercial" for the legal brothels of Nevada. Let me ask you something - how honest would you be talking to the press about your job and your boss and co-workers if they're all standing right next to you at the time of the interview? Further, if during the interview you are actually living at your place of employment. Meaning if you do say something like "my boss is a jerk" then you know once the reporter leaves you're now going to be asked to pack up your suitcase and leave. Only you can't "just" leave when you work at a legal brothel in Nevada. First, there are no cabs to call to pick you up nor limo's. Every legal brothel is in a tiny little town where there are no commercial transportation services. Second, you can't call a cab or limo to come get you from the larger city of say Las Vegas or Reno because you'd have to pay them for that mileage just to reach you. Why can't you pay them? Because the house only pays your manager at a contracted period of time. You're never given your cash when you just say "I'm leaving". You leave with no cash on you but what you came with. So if you came in to work without any money on you - then you walk out of there with no money on you UNLESS it's your payday and your work contract states you're to be paid in cash directly - not to your "manager" or "agent". There are no buses either to the major cities or the airport to fly home either. Third, you can't just walk out of the place and go hitch a ride either because it's literally against the law to do so. When you first arrive to work it's illegal for you to leave the building for the first 48 hours. After your first 48 hours - it's illegal to walk off the property after dark. Yes that's right - it's literally illegal for you to walk off the job and go hitch a ride home. If you drove yourself - that's great. But if you didn't and someone dropped you off - then you have to wait for them to come and get you. Fourth, you can count on two hands the number of legal brothel owners in the USA. Meaning if you call your boss a jerk to the press you can not just kiss your job at that place goodbye - but you can literally kiss your whole career goodbye. Fifth, after receiving the prostitute license to work in a Nevada legal brothel go and try and get yourself a license to sell real estate, stocks on Wall Street, or teach school children. In other words, many many jobs out there will not hire you once they find out you've a license to be a prostitute which will show up on a background check these days. So if you screw up this gig and you don't have another career ready to go as your back-up - then you just screwed your whole career royally no matter how accurate you feel about what you'd like to say about either your boss, the company, the clients or the industry itself. Sixth, would you be likely to tell a reporter your boss is a "jerk" if you knew he had shot a famous unarmed boxer down in cold blood and never even was arrested for the murder? So I ask you - how accurate and totally honest do you think an interview would be of someone about their job if they were being asked about the job and their boss, co-workers, clients, etc., were standing right there listening and you also had these other things to deal with such as you were residing on the premises, and had these transportation issues? Also, what would it serve you to tell the truth? If you lie and say you "love this job and love your clients and love your boss" then you MAKE MONEY. If you were to tell the truth which is your boss is a jerk, the clients are jerks, the coworkers are jerks and the job is completely disgusting to the point where you puke each time you turn a trick - you get fired, thrown off the property, blacklisted in the industry, you completely lose your income for who knows how long it's going to take you to find another job after this interview hits the press and your face is blasted all over the media as a prostitute, you have a whole bunch of people pissed off at you, possibly threatening you, and you're not even sure how you're going to get home after blowing off some stream to the press like this. So if there is no upside to telling the 100 % total complete truth to the reporter - would you? Let's now add a possible complication - that of drugs. Heidi Fleiss was busted for having over 400 pot plants growing at her place by the Bunny Ranch and she was engaged to Dennis Hof at one point in time. Marijuana is legal pretty much in Nevada. Meaning as long as you're at the ranch and being "nice" then you'll be able to score all the pot pretty much you want. But if you were to piss off these people, stomp off the job - what would the odds be they'd let you buy from them again? Or you can go to the dispensary and buy more right? Takes money which you just screwed yourself out of by telling the complete truth. Ask yourself how many people have you heard interviewed about what it's like to work at a Nevada brothel who isn't talking to the reporter while smoking a joint, drinking wine or champagne, and has Hof standing right next to her while she's on the job? If the interview is out of town, she's on Hof's private plane and her ride home even. With the ad money these guys spend - would your paper or station print the truth if you told it? I ask because I once approached a Vegas magazine with an interview with an ex-brothel prostitute about her time there and was refused because the publisher said "I'm not going to screw myself out of that ad money they give me by printing this". Every research report done by a university has been paid for by the owners. Name me one research report bought by the tobacco industry which identified tobacco as causing cancer or being addictive? Speaking of tobacco - anyone see the film "The Insider" about how much trouble an insider had just getting the truth out about their product to the public? How the press had to literally go to war with a team of lawyers just to publish the truth? After how many people died of cancer related to tobacco? Am I the only one remembering they lied to Congress about their product? I watched the documentary on HBO "Hot Toxic Seat" about the chemical flame retardant industry and the lies, manipulation, and money involved in having laws passed requiring the sale and use of their chemicals on products such as clothing and furniture even when it was causing firemen cancer - and I can assure you the money involved in flame retardant chemicals is smaller, and there's much less of any emotional investment, into the sex industry of porn, prostitution, stripping, webcams, etc. But somehow these brothels are a shining example of "truth in advertising?" Here's an interview with a woman who was two years clean and sober at the time, and who had completely exited the entire sex industry at the time of the interview. http://www.blogtalkradio.com/stopsextrafficktalk/2013/07/08/hear-from-a-nevada-brothel-prostitute Her motivation for the interview was because her pimp/husband was threatening to put her two small children into child porn if she didn't return to work at the brothel. He had won legal custody because of her prostitute license and the court deciding she wasn't a "fit" mother for that reason. www.sexworkersanonymous.com helped her get her and her kids to Canada where they don't extradite to escape him and she wanted to warn others from her experience. These brothels are a business. As such - how honest do you think most press is about any corporation? Especially one that has just received such a large investment as the brothels did recently when Disney invested $250 million dollars into MGT. MGT is a partner of Vivid Entertainment. Vivid Entertainment books private appointments with their performers to do outcalls through the Nevada legal brothels, and for this reason is moving their operation into Nevada where a film stage is being built in Pahrump. Why? Interactive "live" porn through things such as Oculus - a product of Google. Google who donated $11 million dollars to Polaris. Polaris who passed a law requiring signs be posted at adult businesses in California - but not Nevada for some reason. Now I ask you - how can someone working at a legal brothel call a trafficking hotline for help? How can they call for help when calling Polaris refers them in Nevada to reach out to the local homeless shelter who does not provide transportation to them? Let's stop saying this is a "business" and not looking at it LIKE a "business". As to "why" Disney would invest into such a circle of corporations which would be basically funneling young boys and girls from mouse ears as children into such companies as Vivid Entertainment - take one good look at what one sex tape did for Kim Kardashian and her family and then think about that question again. I mean imagine - all those "Britney Spears wannabee's" who didn't make it big by their 18th birthday who are now trained actors and dancers however and can you think of a more natural career step than to suggest they go down to Vivid's office on their 18th birthday. Why their "headshots" will already be prepared when they decide to go talk to their recruiters. Besides, it's not like Vivid or the Bunny Ranch can go out amongst the kiddies and recruit them directly now can they? Well that just wouldn't be "tasteful" now would it? Watch some of the dance shows on Disney lately and tell me they're not future porn stars and strippers in training please . . . It's not like many of them are killing themselves studying classical ballet there at Disney. I mean didn't I just read not long ago the largest raid of pedophiles were Disney employees? Take a good look at what Britney's parents had to go through in order to save her from an agent who was drugging her Wheaties to control her so severely they had to get a restraining order against the guy - and then tell me how this same thing would play out on a young lady who had a single mom as her legal guardian with a drug habit to support? Britney's parents were there for her - but what if they hadn't of been? There is a reason why the only people I'm seeing shut down right now under the guise of being "sex traffickers" are those who are in direct competition with the Nevada legal brothels. If Carl Ferrer of Backpage can be arrested as a sex trafficker for taking an ad for someone to perform an act of prostitution - then can you explain to me why Google isn't being arrested in the same complaint for directing people with their search engine advertising to the legal brothels of Nevada for the same act? You got it - because one is the NV legal brothels and the other isn't. The "war on sex trafficking" has become nothing more than a smoke screen to shut down all competitors to Vivid and the NV brothels - reminding me of how Polaris' first act against "sex trafficking" was to re-criminalize Rhode Island - the only legal competition to the NV brothels. We're watching a modern day version of Al Capone trying to take over the alcohol industry in the same manner as to why he was nicknamed the "untouchable" because of his legal, political, and even religious connections who he would use to shut down his "competitors" to his organized operation. Let me ask you something - how come I see nothing in this article about the virgins from Brazil Dennis Hof auctions off recruited for him by Joe Conforte - a man who fled this country to avoid felony arrest? Virgins who are brought into this country courtesy of men such as Joohon David Lee - a man working for Homeland Security, Immigration and the trafficking task force who used taxpayer money to fly over to other countries to pick up these women, fly them to Nevada using work permits at the brothel's restaurants for their visa's, and when caught sex trafficking was only charged with bribery from "Mr. H." because no law exists that can hold him accountable for such things? Where instead of being in prison for using his position to traffick women into this country he's now driving a limo? I wouldn't be surprised at all if his employer is Charles Horkey who was convicted of using his limo company to also engage in sex trafficking. Now with Sheldon Adelson, the owner of the Review Journal newspaper, and just about all of the press in Nevada, being a supporter of legalized prostitution - what do you think the odds are that we're hearing the truth, the whole truth and nothing but the truth when it comes to these brothels? I ask you - how do these brothels protect a woman from being a trafficking victim when there's no way to file a police report against anyone forcing them to work in them which is the definition of sex trafficking? If there was a way to call the cops and make a criminal charge against a pimp for trafficking you inside these brothels - do you really believe the owner of the brothel would cooperate with the prosecution knowing what bad press this would be for his brothel? Do you think the other prostitutes would testify against them to support your accusation? Show me ONE lawsuit a woman has filed against a NV brothel for ANYTHING - whether it be wrongful termination, sexual harassment, workers compensation? Seriously - I'd like to see ONE criminal charge or civil lawsuit of a brothel prostitute against either their pimp or one of the brothels for ANYTHING? Compare with other companies who have employees sue them all the time and then answer that question please. Even a pack of cigarettes has a surgeon general's warning on them - but look at what lengths had to be gone through before that happened and then tell me how "accurate" and "honest" articles such as this are. Reminds me of George Flint, the Brothel Owners Association lobbyist who has admitted he's never set foot inside of one in his life. Now how seriously am I supposed to take his word for what goes on in these places when that's the case? Against maybe Harry Reid who grew up literally next door to one and saw what goes on at one as a kid? Grow up people. If this is a "business" - then start viewing it as one including the difference between "marketing" and the truth. I run www.sexworkersanonymous.com and since 1987 I've been talking to women who have left this industry, including those legal brothels, and I believe I'm hearing more of the truth out of them because there's no motivation to be lying to us when calling our hotline. And if their industry wasn't scared to death of what those views are out of them - then tell me why the Review Journal has refused to do one single article on us in the 30 years we've done this - even when the NV legislature was having hearings on sex trafficking laws which we were testifying against. Where's one single news station in Nevada that's interviewed us ever since we gave a press conference in NV in 2007 releasing a report we'd helped to prepare to the State Dept. about Nevada sex trafficking? If a major newspaper were to do a story on alcoholism but refuse to print one word about Alcoholics Anonymous or one interview with Bill Wilson or even a member of AA - tell me then how good of a story about alcoholism would that be?

DANGERS OF THE PROFESSION

https://nevadastatepersonnelwatch.wordpress.com/2013/08/22/lasvegas-bounty-hunters-indicted-on-impersonation-kidnapping-charges/#more-4409

Think that prostitution is "simply about what two consenting adults do in the privacy of their bedroom"?

No way.

This woman walked into a room with these two guys inside pretending to be cops.  She "suspected something was wrong" and was luckily able to  figure these guys weren't what they pretended to be.

She was able to call the police.  This is because in Nevada most police are pretty cool understanding sex workers need to be able to call them to check things out when they get a bad fibe.

COMPLAINT TO FCC ABOUT TELECOMMUNICATIONS ACT OF 1995

Dear FCC:

In 1988, Joe Conforte, owner of the Mustang Ranch legal brothel put a Proposition forth in California to expand the legal brothels into the state from Nevada.  To accomplish his goal, he deposited $1,000,000 into a PR firm to generate the publicity he needed to get this voted in as it was/is illegal for a brothel to advertise outside of the counties they operate in.  Thus their only "marketing" legally relies upon the press then and now.

He then went and found a professor at a university to agree to come up to the ranch and conduct an HIV research project which he rigged.  All of the women inserted into the study had obtained a prostitute license to work at the ranch - meaning they had just passed an HIV test.  The test they were using at the time required a six month incubation period to register the virus.   What was not mentioned in the study itself was that Joe fired all of these women in the study at four months into the job.  There was no follow-up done on the women after they left his employ.  Then once he had a completed test that show "no brothel prostitutes have HIV"  he set about using this study as his marketing tool in the press.

At this time, HIV was not like it is today.  Medications cost about $10,000 a month.  If you were a woman, because most medications weren't tested on women, and because of their hormonal cycles, were dead usually within 18 months to two years after coming down with the virus.  Most prostitutes, legal or illegal, did not have health insurance.  Even if they did, most doctors refused to treat prostitutes anyway in fear of the virus.  If a brothel prostitute became disabled for any reason - they were not given vocational rehabilitation, nor disability by the state despite the fact being in the brothel as a prostitute was legal in the state of Nevada.  These women were working in legal jobs - yet they were not given things like unemployment, disability, a pension plan, etc.  Further, they were not allowed to discuss unionizing either.

When Joe embarked upon this campaign, I asked him if he would be willing to change the working conditions of these women from what it was presently.  He said "no".  He wanted to have legalized prostitution so he was not going to be arrested as a pimp - but he did not want to take the same care of his workers that the casinos say were taking care of their housekeepers or waitresses.  Also, women who were raped and beaten by customers on the job were not allowed to file police charges - but again if this was another type of job then they could.  They were being forced to physically live on the premises for two weeks or more at a time which was difficult for those who had small children.  While living on the premises, these women had to buy their own make-up, toiletries, linens, etc., at heavily marked up prices.  During the times they were being forced to live on the premises, they were even forced to "rent" out the rooms they were staying in.  There was no discount for days off - thus forcing some women to work with no days off over periods of weeks which would not be tolerated in any other type of job.  Therefore, my objection to this Proposition was not based upon objecting to prostitution - but in objecting to the fact the employer wanted "his cake and eat it to" and the working conditions he was subjecting these women to.

It was important to establish whether or not I agreed with him because of the FCC laws at the time.  They required anyone who was putting forth a news piece of some kind in the media regarding things about laws, or lawsuits, to have a "counter" or "opposing" opinion in order to be aired.  Meaning Joe could not literally get on air WITHOUT an "opposing" opinion.    Now if I was against prostitution - all I had to do was refuse to go on air against him.  He thus would not have been able to go on air, or radio, or even magazines or newspapers in 1988 because not only the law but no one else was willing to stand up and oppose him in the media.  People were afraid of him because of how he'd shot down dead an unarmed boxer and didn't do one day in jail.

Once I agreed to go on air against Joe - we were on.  We were on talk shows, morning shows, news programs, newspaper articles, etc. on almost a weekly basis while he was pushing for this Proposition.  When he would promote that "none of his girls had HIV" - then I'd counter with how his study was done.  When he'd bring up prostitution was a "victimless crime" - I'd bring up his working conditions at the brothel as being inhumane.  Including that he would penalize women who would refuse a client because they didn't like him or maybe just weren't wanting to at that time.  Independent contractors, as they are hired to be up there, are supposed to be allowed to turn down business if they so choose without penalty.  They also aren't supposed to be required to be at a workplace at a certain time - but that wasn't stopping them from moving forward.

Joe would always bring on three to four of the women onto these talk shows with him.  So it would be basically me against about four to five people.  I had not invested on penny with a PR firm like he had, nor had I bought any study to support my positions, but at the end of the season California did not vote in his Proposition.  In other words, I won against a heavily financed media campaign.

I would like to add this campaign cost me dearly.  Every single time I went on TV with him, which was at least monthly - I would immediately be fired and evicted.  After this happened a few times, I had to go to work for a temp. service to keep working, and move into a weekly rental to stop being thrown out in a horrible neighborhood.  My car was spray painted "whore", I found "whore" on a piece of paper nailed to my front door with an eviction notice, and  I was subjected to verbal harassment.  I had one landlady tell me "we don't want your kind living here".  Mind you this was from me saying I was "retired" from the sex industry and now ran a group helping others to exit, and escape pimps, also.  This wasn't even me saying I was "active".    That year I spent/lost over $30,000 according to our accounting and that wasn't factoring in the expense of operating our hotline which back then was very expensive.  We didn't have VOIP phones.  I had to rent an office in order to have a business line to get an 800 # and then I had to pay $1.50 a minute for all incoming calls.  We had no cell phones so I had to be by a landline when taking calls when a show aired.  Most shows averaged 3000 to 5000 phone calls in the first week also.  You do the math.  I was having to work three jobs to keep our hotline operating back then.

Also, the FCC required TV and radio stations to run a certain number of hours of free "community access" time.  This allowed me to record for free a one hour show weekly at a studio down in Santa Monica.  Once a week I would take sex trafficking victims down to record their interviews which would then air on public access here in Los Angeles.  We would then duplicate the tape, and send it on to other major cities to air.  One by one, we'd get these tapes across the country talking about a subject people used to say "doesn't exist anymore".   I say that because the term used to be "white slavery" and as of 1977 people were saying it "didn't exist" anymore on US soil.  We were raising awareness not only that it did - but that those being arrested for prostitution were not "criminals".

The result of running these "public awareness tapes" which also gave out our hotline phone # to call if you needed help to leave the sex industry for any reason and couldn't call the local police for help - was we saw the Trafficking Act of 2000 pass.  I can assure you this Act would not have passed giving federal recognition to domestic sex trafficking of adults had it not been for the 13 years previous of us putting out tape after tape raising awareness of this in the subject's own words.  There was no way to deny these stories were real once you heard them coming out of these men, and womens', mouths.

As a result of these tapes going out nationally, and into Canada, by the year 2000 we also have a chapter of Sex Workers Anonymous (also known as Prostitutes Anonymous) in each major city.  These chapters were used as an "alternative sentencing" option, as well as a diversion program, for prostitutes who had been arrested, and convicted, of prostitution, as well as madams such as Jeanne Palfrey, the DC Madam, who was a member of ours for two years before her death.  Through our hotline, we were able to connect callers not only up to our meetings, but into drug treatment, housing, jobs that would hire someone with a prostitution record, lawyers willing to donate their time to help fight custody issues if there was a pimp they were trying to get away from, counselors trained in how to work with our community, and other resources one would need in trying to leave the sex industry for any reason, trafficked or not.

When the Telecommunications Act of 1995 passed - a few things have happened.  The first is our free public service announcements disappeared completely.  Poof! Gone.  No more commercials were we able to get out on air for our hotline or program.

This left us with having to rely upon either free publicity or paid advertising.  Only your Act removed the requirement for the media to carry our "opposing" opinion.  Suddenly, I'm now seeing Dennis Hof, the owner of the Bunny Ranch, going on all kinds of TV shows where I'm told I'm not allowed to go on to counter anything he's saying.  For example, he's said in interviews there's "no violence" that goes down in the brothels. https://www.byline.com/project/3/article/22   However, I have news clips showing police reports showing there is in fact violence, even murders, that have gone done at the brothels. www.blogtalkradio.com/stopsextrafficktalk/2013/07/08/hear-from-a-nevada-brothel-prostitute     This is an interview from a woman speaking of being raped and trafficked in a legal brothel.  Vince Neil was example was in a very public altercation with a woman that he choked and beat inside the brothel.  http://www.today.com/id/4780373/ns/today-today_entertainment/t/prostitute-suing-vince-neil/  Now without me being able to be there to counter what he's saying - it goes out as the truth.   I'm sorry but then it becomes "propaganda".

Noam Chomsky has a book out called "Manufacturing Consent" where he says "propaganda to a democracy is what a gun is to a dictator".  If Dennis is going on TV enough times SAYING "there's no violence in our brothels" and I'm not allowed to come on with any proof otherwise, then after a while people are going to believe what he's saying is true.  Perception is reality as they say.  Here's another article showing what is being aired as "reality" is in fact not.  http://www.tvguide.com/news/gigolos-showtime-prostitution-escorting-1031567/

However, what's not mentioned here is that while this show was airing of men supposedly having sex with female clients for money in what appeared to be a "booming" enterprise  that was in reality being "staged" - Heidi Fleiss was using this show to generate millions of dollars from investors in the idea of such a male to female brothel being a reality in Nevada.  http://www.telegraph.co.uk/news/worldnews/northamerica/usa/1503328/Hollywood-madam-planning-a-desert-brothel-for-women.html  However, while Heidi was raising investment money, and before it leaked out the show was staged, I had been trying to get reporters to talk to me about my view that the number of females who would be willing to not only pay money for a male, but also to drive an hour or more into the desert to do so, would not support what Heidi was conning investors out of at that time.  With no "counter" opinion going out in the media - people were conned in my opinion in connection with this show on TV as a reference "oh look they're doing it".

After the Trafficking Act of 2000 was passed, and federal recognition of sex trafficking was accomplished MONEY came into a field that didn't exist before.  Suddenly the same work we'd been doing since 1987 for free as part of our 12 step program - other people wanted to now do and raise money to do.  I point you to Polaris founded by Bradley Myles and Katherine Chon founded in fact in 2002.  They started the National Trafficking Hotline.  They came into the field soliciting grants and donations, as well as political support by writing the legal papers making it possible to recriminalize prostitution in Rhode Island, but interestingly NOT in Nevada at the same time.

I objected to this because Rhode Island was where a sex worker could work independently without a madam, and without being required to work in a legal brothel under the conditions that exist in Nevada.  For example, if you work in the brothels of Nevada, you can be arrested in some counties if you're out walking down the street at night to get air.  When you first are hired to work there, you can be arrested if you try and leave during the first 24 hours.  I mean what job has that kind of requirement to where if you try and leave on your first day you can be arrested?  Especially when in some counties you might be as young as 17 years old.  Too young to vote, drink, smoke or drive.

However, in none of the publicity for this Rhode Island recriminalization was I able to render the opinion that I felt if passed it would lead to more violence, even murders, against sex workers (which it has), and it would further leave sex workers with no option in the whole USA to work legally without being required to work in Nevada.   All ideas which were not heard in the legislature during this time because it wasn't being required to be heard in the press.   By the way, not only did this Rhode Island recriminalization make it to where the sex workers can't legally operate anywhere but Nevada now - but also it means that the "customers" have nowhere else to go legally but to Nevada also.  Somehow I find that an "unfair trade advantage" - a view again not heard at all during that time because of the limitations put on us by the Telecommunications Act of 1995.

This leaves me with paid advertising.  However, I ask you - how am I supposed to be obtaining grants and donations when I'm not being given a voice in the press?  How are we supposed to obtain new members who can buy our book from us and generate income if we have no public service announcements?  Without press, we have no income.  But I can pull into my own personal pocket and buy some ads.  Only I go to the media and I'm refused.  Why?  Because my ad dollars can't compete with the ad dollars the sex industry spends.  Dating services, chat lines, massage parlors, strip clubs, adult films, and men who support the sex industry all have told many publishers and producers they will pull their ads if one of our ads run.  Those are the exact words we've been told by many TV shows and publications.

In fact, you can take a look at all of the media now owned by Hearst Media since 1995 - and you will see not one of their magazines, radio or TV shows, or their film companies even, have so much as given us one word or one minute of air time in the press, or advertising, during the time Steve Sassa, was their CEO.  https://www.hearst.com/magazines/digital-media   He was fired when a pimp of an escort he was "sexting" blackmailed him and sent his messages to Hearst's legal department.  For all I know, the blackmail was over not running anything about our organization.   http://jezebel.com/these-sexts-cost-former-hearst-exec-scott-sassa-his-car-471590787  Who knows?  All I know is he's now CEO of Telemundo who also refuses our paid advertising requests also.  In fact, I have a stack of emails by reporters and producers who have told me they have been told they will be fired if they print or produce anything with our name, or my name, in them.  As you know, Fox won a lawsuit that gives the media the right to fire a reporter for not saying something they know to be untrue now.  So it's all "legal".  Cosmopolitan runs article after article promoting the sex industry under Hearst Media now.  http://www.cosmopolitan.com/sex-love/news/a45794/anonymous-survival-prostitute/  Yet prior to 1995, they did run an article on our program as a "community service" to stay in good with the FCC.  Now?  Walking commercials for the sex industry.

What are the long term results of this?  I know you care less about the problems it's caused us - but let's look for a moment at the problems it's created to society.  http://www.wsmv.com/story/31391769/more-prisoners-released-in-fake-sex-trafficking-case  Here we have three men who were locked up in prison as "traffickers" who were falsely accused.  The judge estimated over $10 million dollars was "wasted" in this case.  Three Muslim's were falsely accused, money was defrauded out from the government to give to a teenager as the "victim" who simply didn't want to tell her parents she was sexually active.  Court time was wasted, and more negative stereotypes was pushed out about Muslim's as well.  http://reason.com/blog/2016/03/04/the-somali-sex-slave-ring-that-wasnt

The thing is I knew this case stunk the minute I heard about it.  I tried speaking to reporters about my suspicions the case was fake and I was told "oh you know more than the FBI right?"  Well I don't think reporters are in a position to judge as to who knows more about the subject and the fact they were even making that decision for the readers is the problem here.  If I had been allowed to render in my voice this case needed more careful scrutiny - it's possible that those men might not have been put in prison, and all of that government money and resources wasted (not to mention embarrassment).

This country has enough of a problem with racism.  I invite you to look at the "No Such Thing" campaign.  https://www.mccaininstitute.org/programs/humanitarian-action/the-nosuchthing-campaign  You'll note their "poster child" is an African American girl.  Their spokesperson was an African-American female.  Giving the impression juvenile prostitutes are mostly African American.  This campaign called for no juveniles to be arrested on prostitution charges.  The people behind this campaign was the McCain Institute, and the California Endowment.  The publicity for this campaign was paid for and timed - to come out during a time when a lot of things were being discussed such as Planned Parenthood, abortion rights, abortion being covered on insurance, etc.

If a young girl caught in the act of prostitution isn't arrested, then she's going to be put into some kind of "social program".  Said social programs are now mostly run by Christian organizations that are opting not for abortions, but in fact pushing adoptions.  Adoptions for which the agencies are getting anywhere from $5000 to $8000 each.  Our hotline is hearing reports of places like Mercy Ministries, where they're putting them in what they call "safe houses" where they're pushed into adoptions by a hoard of people telling them "you're just a teen prostitute - you're make a horrible mother - you should adopt this baby out" and then once they have the baby casting them aside.  http://rhrealitycheck.org/article/2012/02/21/dark-side-mercy-ministries/

As a result of not wanting to charge 15 year old Latesha Clay as a juvenile because of this "No Such Thing" campaign http://www.mlive.com/news/grand-rapids/index.ssf/2016/01/girl_15_sent_to_prison_for_lur.html  She was instead charged as an adult because a gun was involved in her case.  She had two small children by the way - who have now been placed in foster homes and are now up for adoption.  There are reports coming down already that this is now happening across the USA - no they are not charging them as juveniles but instead now as adults.  Since most have small children - they're not being put into the system.  However, as adults they should be referred to our program as an "alternative to incarceration" just as the addict can avoid jail by attending Narcotics Anonymous meetings.  Why isn't this happening?  Maybe because we can't get any press or public service announcements to let anyone know - or press to push for this to be done instead of what's happening now.

Our democracy is based on the two party system OPPOSING one another with them what comes out in the middle being in the best interest of the most people.  It's a "check and balance" system.  Only you've now taken a leg off that table - and the unbalance is now showing up in dollars and lives.  You have also completely hobbled us against larger interests because I assure you the sex industry is always going to have more money and power than us.  Now an industry called the "rescue industry" has even risen up in competition with us that we're at a complete disadvantage of because they're being funded by the pro-life interests as well as the adoption industry trying to get at these womens' children.

The propaganda has become downright ridiculous.  Samoly Mam for example would not have risen to fame if our program had been given an equal voice to hers in interviews.  In fact, when we were knocking on doors of reporters saying we felt she was a fraud we were ignored until we found an investigative agency that was willing to spend a small fortune to document her being a fraud and THEN the story was broke.  The same thing happened with William Hilliar of whom the franchise "Taken" was falsely based upon.  When he was touring the country telling his story - we also felt it was fake but no one would print our side of things until he was arrested because it's a crime to lie about being a veteran and take money.   These people are picking people's, and corporations, pockets for millions of dollars, and getting away with it because the FCC is not stepping in to do anything about it.

In fact, I had a woman impersonating me in THREE documentaries, and a new series on NBC.  But when I went to you about the impersonation your office told me there was "nothing I could do about it legally".  I even showed your office I had advised NBC a week before airing the interview with her she was not our founder, nor director, and had no legal right to speak for us, and after they aired the show anyway I was told by your offices there was "nothing you could do".  Are you kidding me?  Do you even digest this?  This woman IMPERSONATED us, she had no legal right to represent our program, but because the "end demand" people PAID her to step up and speak out THEIR views, which was not ours, and by making it appear we endorsed these opinions - that has presented a lot of support for laws that are being considered, lawsuits being heard, and thus has tremendous impact on our country.  Millions of people now think we favor the incarceration of women, and this insane "end demand" campaign because of this fraud - and you say there's "nothing you can do about it?"  NBC KNOWINGLY broadcasts a completely faked, and illegal, interview, by a woman pretending to be me, and pretending to represent us, and goes out into major media and you as the FCC are going to sit back and let them do this?

My ex-husband is on the board of Pacifica Radio.  They came under attack by the Attorney General who came in auditing them.  Nothing they seemed to offer them seemed to satisfy.  My ex-husband then told me that he was told that if I was "allowed on the station to have a show, be interviewed, or even to be a caller on another show - they would be shut down".  They are operating now on the discretion of the Attorney General - meaning if I'm interviewed on Pacifica Radio they have been threatened with being shut down.  You, the FCC, do nothing to REQUIRE that we be heard in any way which is allowing the Attorney General to now control the contents of what this station airs as a "public" radio station.

Now I ask you - is this "freedom of the press" or even a "democracy" any longer when I as a member of the people am not only being silenced at every turn, but even impersonated?

You've told me my only recourse is to "file a complaint" against each show or station or paper that does this sort of thing.  I told you that would "be a full time job".  Only it's becoming so bad now that I've now seen FOUR completely staged so called "reality" shows which have not only defrauded investors out of money, our government out of money, but are now being used in the consideration of new laws in this country.  Leaving me with no choice but to do just that - I'm going to start writing up formal complaints for each one of these horrors that I see going on deceiving the public.

Those complaints will follow this letter.  Thank you for listening to my concerns.

NEVADA, SEX TRAFFICKING, LEGAL BROTHELS & SHARNEL SILVEY

I moved to Nevada in April of 1996.  I had been getting these horrible phone calls from Nevada since 1988 and was feeling powerless for many of these calls.  Let me give you an idea why.

Reno and Carson City are on the northern end of Nevada.  Las Vegas is on the southern or opposite end of the state.  Pahrump is one hour outside of Las Vegas.  There is only one highway that goes from one end of the state to the other.

Up to 2012, there was no Greyhound bus line that would go from one end of the state to the other.  Meaning if you wanted to go from Las Vegas to Reno before 2012, and didn't have a car you were just out of luck.  Take a look at a Nevada map to see what I mean by how the state is laid out.

There are strip clubs in the Las Vegas area, along with a lot of massage parlors, and the same for Carson City and Reno area.  But the smaller towns in between like Beatty and Goldfield - they're very small towns.   Now take a look on the map at where the Bunny Ranch Dennis Hof owns is with respect to Carson City.  The Bunny Ranch is a THREE 1/2 hour drive from Las Vegas and an EIGHT HOUR from Reno.

Then take a look at where the Mustang Ranch is 20 minutes outside of Reno on this map.

Here's where you can really visualize what it's like in Nevada to drive to these legal brothels on Google Maps.   Twenty minutes doesn't sound like a lot but when you're driving it down a dark highway - it feels like forever! https://www.google.com/maps/place/World+Famous+Mustang+Ranch/@39.5439694,-119.5574578,17z/data=!3m1!4b1!4m2!3m1!1s0x8099225f746c934d:0x275b77de4045461a  You can go into Google Maps and type in their address, and actually look around from a 360 degree angle to see photographically what you'd see driving in and out of these brothels into the middle of a dirt highway.   Then imagine it at night.

Now many brothels have shut down like the Shady Lady for example.  Here's a map of where there are existing brothels as of 2016.   Which keep in mind is even fewer than Nevada had years ago before the 2008 economic crash.

Brothels are allowed to operate in Nevada in Lyon County, https://en.wikipedia.org/wiki/List_of_brothels_in_Nevada, Lander, Humboldt, Mineral, Nye, Storey, White Pine and Elko County.  There were no legal brothels in Nevada before 1971 either.  https://en.wikipedia.org/wiki/Mustang_Ranch  As far as I know, there is no other state but Nevada that has legal brothels.  While some states have areas where it's not illegal such as Rhode Island for a while allowed it to operate behind closed doors.

The legal age of consent for sex in Nevada is 16 years old - and one can apply for a license to work in these brothels as a legal prostitute at 18 years of age also in some counties like Lyon.    Some counties require that you have to be 21 years old.  The laws have changed and at one time you could be over 16 to be licensed as a brothel prostitute.  When the child trafficking law was passed  in 2013 http://www.reviewjournal.com/news/las-vegas/nevada-movement-draws-line-human-trafficking  - that's when the brothel license had to elevate their legal age to 18 years of age. http://prostitution.procon.org/sourcefiles/LyonCountyTitle5Chap3Prostitution.pdf

Another fact not commonly known is that some brothels in Nevada have built-in strip clubs.  To work as a dancer in the club, one only needs a work and sheriff's card.  You can be younger than 18 years old to get a work and sheriff's card.  NRS 609.210 has an exception "unless the minor is in the casino area to provide entertainment pursuant to an employment contract".  Meaning they can work as an entertainer with a "contract" under 18 years of age.

In fact, in 2014 the court ruled that stripping is a "job".  Because it's a "legal job", therefore one can get a work permit to work a "job" under 18 years of age with special work permits in Nevada.
http://www.dailymail.co.uk/news/article-2815137/Nevada-court-says-Strip-club-dancers-employees.html  To get the exception to work there under 18 years of age - the "sale of alcohol can't be the primary business".  Which of course in a brothel/strip club the service of alcohol is not "primary".

Meaning that when we've heard women talk about 16 year old's working in the strip clubs literally in the same building as the brothel - yes it's legal in Nevada.  How?  Because the strip club is in the brothel where the "primary business" is the brothel so the sale of alcohol in that club is "secondary".  Meaning that yes it's legal for a 16 year old to be stripping in that strip club literally in the same building as the brothel.  Which in some cases is separated by only a few steps.

* Note - you can't get a license to work in a brothel with a past record for conviction on a prostitution charge.  The Cupcake Girls and  Nevada Speaker of the House, John Hambrick, made a claim that "strippers were not able to find work because of a prostitution conviction and/or they weren't able to expunge their records for a prostitution arrest.

Based on this claim - this law was passed by their efforts in 2013. https://www.leg.state.nv.us/Session/78th2015/Minutes/Senate/JUD/Final/1207.pdf.  It states basically that "if you can prove to a judge you were trafficked that judge can expunge your records".  Okay let's use some common sense here.  If you could prove you were trafficked when you were in court the first time - YOU WOULDN'T HAVE A PROSTITUTION CONVICTION.

The thing is, Joy Hoover had a volunteer working with her organization  when she lobbyied for this law who was working as a secretary at another company than Cupcake Girls with a past record so she KNEW that it does NOT block one from finding work in Nevada.  Here's a website showing the names of companies in Nevada who hire FELONS.  https://xamire.com/felons-jobs/nevada  So those companies will not give one twit about a solicitation charge which is a misdemeanor.  The Urban League gets felons work - http://www.reviewjournal.com/news/las-vegas/las-vegas-urban-league-helps-put-felons-back-work  This is a list of temp agencies that hire felons - http://local.survivalinsight.com/Felon_Friendly_Employers_Las_Vegas_NV-p1709545-Las_Vegas_NV.html  I have a list of companies who regularly hire men and women with prostitution records, even more than one conviction.  However, they don't like advertising this fact and I respect their wishes not to publish this list online.  It's not exactly great PR to shout you shout you hire ex-hookers and felons.   But since 1996, I've had no problems with ex-sex workers finding work of any kind in Nevada with a past solicitation conviction.

As for expungement, we've also had no problem with that either.  We've prepared a file where we've asked the court to review the person's employment record, their rent receipts, along with medical records if there was completed drug treatment and therapy, and letters of recommendation if they did volunteer work, joined a local church, their landlord or boss, etc.  We've also gone into court with the member explaining to the judge not only how this person has changed their life, but how their record is hindering them from that new life.  For example, if they want to obtain a real estate license to sell houses or mortgages - then the record needs to be expunged, or we need approval for them to have an exception, so they can get licensing to find work.  We've been approved on every case we've gone to court requesting expungement, or a license exception for work, without having to retain an attorney where the average retainer is $1500-2500.

Under the new law that John Hambrick and Cupcake Girls passed with this false claim showing they are actively LYING to sex workers by telling them their records will hold them back from taking other types of jobs, or obtaining other licenses for work, basically now any judge can sign to have their record expunged NOT based on proof they've left the sex industry - but instead based on what that judge considers "proof of trafficking" provided to them.  This will allow that person to obtain a license to work in the brothels.

Clever.  What a clever way to get a prostitution charge removed from your record without that silly old way we used to do it in the courts by going in with a minimum of a year's worth of records proving they were now out of the sex industry, and/or needed an expungment to obtain a license to work such as a real estate license.   I mean if they told voters and politicians that this was so a convicted prostitute could get a brothel license I doubt it would have passed.

Why do I make that accusation?  Because the premise is a lie they based this whole law passing on that's why.  Getting the right judge in Nevada to expunge records won't be hard.  http://www.reviewjournal.com/news/las-vegas/constable-shred-investigation-porn-star-searches  I had a judge sign a warrant claiming I had "impersonated" myself when I used my own debit card with my name on it to buy a burger.  Yep.  Not kidding.  The police came in and took my debit cards, my checkbook, and then made me come in and "prove" that I was myself in order to get them back!  BTW - the Bonaventura's are very close http://lasvegassun.com/news/2001/aug/03/former-constable-bonaventura-dies/  The constable  Bonaventura was the brother of the judge Bonaventura who is the father of the Assemblyman Bonaventura.    Makes you wonder what this Bonaventura was doing illegal searches on porn performers for doesn't it?

Okay now back to Nevada and our work there.  I wanted you to get a visual eye for how Nevada is laid out for one.  Then to see how the brothels and strip clubs are scattered all over the state.  Imagine how you can't get on a bus to get from one end of the state to the other also.   Now the two main shelters in Nevada for a prostitute in trouble would be the Shadetree for women and the Salvation Army shelters which are both in Las Vegas.  Which as you can see by the map is hours  and hours away for someone who is on the northern end of Nevada or even in Pahrump or Mound.

There are no cab companies in the towns where there's legal brothels either.  The zoning is set up for the legal brothels so that there's no other businesses within so many feet of them either.   Even if there was, there are laws in each county that restrict whether you can leave the brothel and walk down the street at all, with some counties saying you can walk out on foot, but you have a "curfew"  to be back in the brothel by 9 pm.  All of them have a 48 hour restriction when you first come to work at the brothel while waiting on your HIV/AIDS test results.  So literally the first day you walk into the brothel at maybe 18 years of age (or younger if you're there as a dancer), you can't walk out again for 48 hours!  Even you could - where would you go for a ride out of there with no cabs in the town?

http://www.blogtalkradio.com/stopsextrafficktalk/2013/07/08/hear-from-a-nevada-brothel-prostitute  This is an interview with a woman who we helped get out of the legal brothels in Nevada in 2012.  Let her describe what the conditions are like up there for her - talking about being raped daily by a police officer who was coming to supposedly pick up HIV/AIDS test results weekly.   Why didn't you hear about this?

Ironically when we went to file a complaint against the man, we were told to "file it with the Police Chief".  That was the instructions that appeared on the website for Reno also - to "file it with the Chief of Police".  The Chief was that same man she told us was raping her when he'd come to pick up the test results!  We asked for Internal Affairs for the Reno police station and were told there was none in 2012.   In 2012 and 2013 - there was no Internal Affairs office for Reno.

I remember clearly going to try and file a complaint against this officer in Reno because she reported he was not taking in the HIV/AIDS test results into the lab.  This poses a threat to public safety.  We were told that this was the policy and there's no way she was going to walk into that police station to face him to file a report.  I also know what the website said in 2012 when we went to look into filing a complaint.  However, when I went to take a screen shot of their page to show this - I found the site had changed.  It now reads there IS an Internal Affairs.  I found that quite interesting. http://www.reno.gov/home/showdocument?id=26107 In fact, in looking at the only report that appears on their site - it's dated 2014.  It also reads on the report that it's for 2010 to 2014.

I then found a document claiming that an "Internal Affairs" had actually been in existence in Nevada since the 1980's I've never seen before in google searches.  I found that interesting and wanted to see the reports for pre-2010.  I also wanted to see who was in charge in 2012 when we originally went to make the report.   Look at what I found!  A bunch of news listings on Google about a man who was "instructed to lie to Internal Affairs in Reno" but when you click on the news articles - there's nothing there!

But I kept digging and voila!  I found one article that hadn't been taken down about this "lying to Internal Affairs".  Evidently "mynews4" has removed everything about this but I found the Wisconsin Gazette paper that had published something.  http://www.wisconsingazette.com/breaking-news/reno-police-chief-hires-investigator-for-sex-harassment-case.html  Seems that officer James Steigmaier had tried to file a report to Internal Affairs and other officers supposedly responded by threatening him and "discrediting him".  Oh Jim how well I know how those shoes fit!  Ever since we started trying to file complaints against officers who were abusing women in some fashion either through rape, trafficking, violence, corruption - Nevada officers and politicians have been doing a real good job of "discrediting" me also.  Lovely things like refusing to take a police report when my front door was kicked in on the claim I "did it myself for attention".  That sort of thing.  As for my accusations that the media can't be trusted in Nevada - well explain to me where the articles went in Nevada on this issue and why the only one I can find is a paper in Wisconsin?

So you have an idea that when I'm getting calls for help to "come get me out of here" then I'm looking at literally physically if I'm not in the same town as that person making the call then there's going to be a problem.  In other states, if I get a call from a woman who has just been beat up and left by her pimp in the middle of the street somewhere I can call the local police in other cities if I don't know of anyone and ask them to help me get her to help and they'll respond.  But not in Nevada in the 1980's and 90's.  Oh no.

Nor could I tell them to "get in a cab" or "hop on a bus" or even "get on a shuttle to the airport" because they don't exist near any of the legal brothels and some of the strip clubs which are inside of the brothels.  If you read about Joe Conforte's past, he shot a famous boxer dead in cold blood IN FRONT OF A COP and didn't serve on day in jail!  Meaning that when I was outside of Nevada and I'd call the local police to help me get a woman in trouble from point A to the bus station or airport to get her out of there - I'd have the cops tell me to go fly a kite because some of them were on Joe's payroll.  Even the guy that took the fall for Joe was sentenced to "life" and then was released a few years later when the press died down.

Now you have an idea why I decided to move to Las Vegas in April of 1996.  My mother and grandmother moved there in 1994 after the Sherman Oaks earthquake had destroyed all of our homes.  We all lived in the same apartment building on Coldwater Canyon in 1994.  When the earthquake leveled our homes - I got married and moved to Nebraska.  My mom and grandmother went to Las Vegas.  So I shut down my business, canceled my radio program that was #2 in three states rating wise when I did this (second only to Husker football), sold our rental properties, and we moved to Las Vegas at first to be where my mom and grandmother were and so my mom could help also.

After we got there - then when I would get calls "please help me" I'd be able to hop into the car and go and get them to help.  The drives to Pahrump from Las Vegas wasn't bad - but the drive or flight to Carson City, Reno, was a whole other story!

Come meet Sharnel Silvey.  http://usatoday30.usatoday.com/news/nation/2003-04-12-brothel_x.htm  She used to manage the Mustang Ranch.  I was not the only one to want Joe out of the brothel business with the way he was abusing the women working there.  But technically what he was doing was legal.  Anything not legal everyone was too scared to file a complaint.  ESPECIALLY after he shot the boxer dead and nothing happened to him.  If you saw the movie based on him with Joe Pesci and Helen Mirren you'd know that Joe ruled his kingdom.  The women I'd help get away from him were severely traumatized and there just was no way to file any charges against the man.

Realize there was no Internal Affairs in Reno until 2012 (supposedly), and the man who used to come pick up the HIV/AIDS test results weekly I was told was the same man as the Chief of Police there in Reno for a very long time also.  The only thing I could think of was how they got Al Capone.  So I called the IRS to file a complaint against Joe knowing he didn't keep honest books.  Guys like that don't.  Sharnel helped things along by "accidentally" leaving the wrong set of books out the IRS found she told me and they found them.   She wanted out of there also but knew she'd never be able to be free until Joe was out of there first.  As you can see by that article, Sharnel still had a close relationship with the other working girls in 2003 despite the fact she was now out of prostitution, clean and sober, and attending a small church in northern Nevada which I won't name.

But after Sharnel left the sex industry, and did get clean, I was able to call upon her for help when we needed someone picked up on the northern end of Nevada.   She knew the other women working at the other brothels were being kept sheltered by having to live on the premises, and by their pimps.  Many were even kept from watching TV and many weren't allowed to read magazines even.  If you were on duty - you'd actually be penalized for reading because you had to "be ready" to do a line-up at the drop of a hat during your shift.  The Review Journal wasn't writing up any articles on our program or hotline - so how do we get help to these women when they're on the brothel grounds 99.99 percent of the time with the pimps, the madams, and the brothel owners, as well as men like Kemp Shiffer running around with his IRS badge.

How did Kemp operate for 12 years without being arrested?  Kemp was a retired police officer who became an IRS agent.  He then was one of the agents who took over "management" of the Mustang when Joe fled the country.  Knowing the legal age of consent for sex is 16 in Nevada, but 18 in California, Kemp would hop over to the Oakland area of California, hook himself up with some young girls in foster homes, group homes, with step-parents, or even a horrible mother, and talk about how they could come work as a waitress in the restaurant legally in the brothel.  Using his badge and that he was an ex-cop - people trusted him.

At 16 years old, this girl would then get a special work permit to work as a waitress in the restaurant.  That would get her inside the brothel and used to the people, the customers, the building, etc.  From working as a waitress, she would then be befriended by the other women who would teach her how to dance for more money.  Then once she turned 18 years of age - no problem getting the brothel license and by then she's worked there for two years.  That's why the IRS fired him but couldn't arrest him.  I mean why does an ex-cop and ex-IRS agent go and become an accounting professor at University of Reno?  To get access to young college girls that's why!  After 12 years of getting really cocky - he then finally did step over the line and he only gets TWO YEARS?  Really?

Anyway, I didn't want to file a 501c3 nonprofit for Sex Workers Anonymous.  If I did, then I'm open for auditing by the IRS.  I'll give you three guesses why I didn't want to open myself up for an audit by the IRS while I'm in Nevada and butting heads with Kemp Shiffer!   But we want to set up an alternative sentencing program in Nevada like I'd done in Los Angeles in 1987 and in Allentown in 1989.  To do that however, we need a nonprofit.  In Allentown, we formed the "Program for Female Offenders" and that was our nonprofit.  So Sharnel and I are wondering what we're going to do on this point.  That's when she said she could get her church to help her form "A Scarlet Covering" as a 501c3.

Now her outreach into the brothels was brilliant.  She would get these roses and put  the hotline phone number on the inside of the wrapping for the individual roses.  Then she'd go up to the brothels by trading on the fact most of the madams knew her on sight and by name so they'd talk to her.  Sharnel would then say she "wanted to give them a rose and tell them Jesus loves them" and she'd start Bible thumping.

Well - that would get the madam, or the owner, or the pimp to walk away and leave her alone with the prostitute!  They figured she was "harmless" and just talking "Bible stuff" and so they'd tune her out.  That's when she'd tell them "if you ever want help to get out of here - the phone number is inside the rose where they don't know where it is to take it from you".  Remember, these women aren't walking around with a laptop or a yellow pages.

Once she did that - the phones' ringing off the hook.  Especially those who got busted or sick and lost their brothel license.  What most would do then is just go up to Carson City/Reno area and prostitute on the streets.  Also, the young girls waiting to turn legal age would come up from California and hook in the red light districts of northern Nevada.   Pretty soon what this means is our hotline is getting an equal amount of calls from both ends of the state!   But with Sharnel, and members of her church up there on the northern end of Nevada, and me covering the southern end of Nevada - we've got the state pretty well covered.

You can read here Sharnel has got herself a job working "for friends taking care of their elderly father for $300 a week".  http://www.reviewjournal.com/news/ex-prostitutes-walk-tough-road-economic-freedom-amid-recession  and that she's doing  lot of outreach now to prostitutes.  See us mentioned?  Nope.  We wanted it that way also because the ones she'd come across that needed to get away from their pimp or traffickers we didn't want them to know Sharnel was getting them into the front door, and I was taking them out the back door.

By 2009, using "A Scarlet Covering" as the 501c3 nonprofit we needed to approach the court - the first alternative to sentencing program was founded in Nevada.  Sharnel was even doing out reach with the Reno Street Enforcement Teach http://archive.rgj.com/article/20091101/LIV/911010301/Helping-hookers-Former-madam-leads-efforts-assist-prostitutes  The plan was to run this program for about two years - then after setting a great record we were going to expand the program across the whole state and into Clark County (Las Vegas).  Here's a report on the program - http://ag.nv.gov/uploadedFiles/agnvgov/Content/Hot_Topics/Victims/Final_Report_February_2011.pd

But remember when you're reading this - 2009 was still when there were powerful men trying to get the Nevada legislature to approve expanding the legal brothels into downtown Las Vegas.  http://www.reviewjournal.com/news/nevada-legislature/prostitution-bill-not-nevada-legislatures-agenda  Read what it says on here very very carefully.  It says "not on the agenda".  I have a tape of the proceedings if you'd like to see them.   On February 18, 2013, there were 45 "abolition" groups who went to the Nevada legislature to "support AB67" which was a sex trafficking bill.  SWOP and SWA were the only two groups who opposed AB67.

After the hearing for AB67 was over in the morning  - all those "abolitionists" went home.  They refused to stay and go in with us to that "back room hearing" that wasn't listed on the calendar where George Flint, the Brothel Association Lobbyist tried to convince them to let the brothels expand into Las Vegas.  Aubrey, the woman in the interview above, got up by herself and told the legislators what it was like inside those brothels for the women from her "first hand experience".  She also read a letter from other Nevada survivors on what we'd like to see done to change things to help us.  To their credit, the legislature turned down their bid and the Mob Museum now sits where they had once wanted to build legal brothels.  So we won!

I want you to see that in 2009 when the alternative sentencing program was created in Nevada - there were very large powers that were also wanting to expand the legal brothels geographical area of operation into Las Vegas where we also had our sights set on expanding our program to help prostitutes.   Some of those people were the brothel owners, the owners of the Review Journal, the then mayor Oscar Goodman, some men from the Cashman family (who called to threaten me and try to scare me out of Nevada saying they'd "been there longer than me"), Lance Gilman, Joe Richards, Heidi Fleiss, even Gene Simmons was considering becoming an "investor" in the "magnificent brothels" that Oscar was promoting around the world to try and get this passed.   Lance Gilman, current owner of the Mustang Ranch, is also an adviser to governor Brian Sandoval, and the head of the Nevada Board of Economic Development.  A board that includes just about every major business in Nevada such as Cox Cable, Nevada Power, the Review Journal, and a lot of other large Nevada corporations.  That's who we were up against folks!  You can read the clips about all of this at www.hightechmadam.com

Now remember that "elderly gentlemen" she was caring for now as her job for $300 a week?  He had cancer.  The man also felt grateful she was caring for him because there were no other CNA's anywhere within driving distance to his home.   So guess what?  He told her that "after his death he wanted her to go out and buy herself some new clothes".   She did.  Sharnel took and used the card he told her to use to buy what he told her to buy before he died.  Only after she did this, I remember she got a phone call from Joe in Brazil.  He had sent her an expensive piece of jewelry also.

I asked her what was up and she told me he had asked her to come down there to help him "run women" with him there where it's legal.  She turned him down and told him about what we were doing in Nevada - and our plans to expand it into Las Vegas and the whole state soon.  Well after the old man was dead and buried - the family suddenly out of left field presses charges against her for theft.  There unfortunately was no written Will to prove what he'd told her before he died and Sharnel was charged not just with theft, but with "elder abuse" as well.  She got five years.  http://www.kolotv.com/home/headlines/96102589.html  I can't help but wonder why her "friends" would turn against her like that.  I feel even more so it was a set-up because of the way the media changed after her arrest.  Before if you google'd her name - you'd see one article after the other about her work helping prostitutes in Nevada.  After the arrest - it was "elder abuse" and "thief" and just one smear after another without me being able to find one of the other articles about her work to balance out the reports on her arrest.  It looked like the media was trying to make it so that's all you saw when you went to read the story - that she was some kind of monster.

Contrast that this was her first offense, it was a misunderstanding  (or a frame-up depending upon how you look at it), and she received five years with no shortening of her sentence or time off for good behavior because it was "elder abuse".  While Kemp Shiffer got TWO YEARS.  TWO! https://www.fbi.gov/lasvegas/press-releases/2012/retired-irs-agent-sentenced-to-two-years-in-prison-for-transporting-woman-into-nevada-for-prostitution

I mean what's wrong with this court system in Nevada and their values.  I warned Sharnel walking into the court to get an attorney.  She kept insisting to me that "because of her work with the prostitutes" and her "friendship with the family" that she'd "just explain it to the judge and it will be dismissed".  I warned her I thought it was a frame-up to shut down our program and plans and to get an attorney.  They did not give her another date to pass sentence, nor any time to manage her affairs.  They literally took her right out of the court room and into prison for five years!

I remember how massive of a shock it was because no one was prepared.  We had no keys to the building where the meetings were being held - she had them.  We didn't have any of the passcodes for the email, or the voicemail on the phone - and calls and emails were just going unanswered because we had no idea how to pull up the messages.   She was also taken into prison where I was told I couldn't visit her without being put on the list first.  Which how am I supposed to reach her to tell her to put me on the list when I can't visit her?  I got nothing but the runaround every time I called the prison to try and get in to visit her to get the codes for the records, the phones, the emails, the website, etc.   I sent her more than one letter that came back claiming I hadn't "addressed it properly" or "inmate has moved" or some other excuse.

What I can talk about now I couldn't talk about back then to anyone was our "Tonopah Station" as I used to call it.  When you're getting calls from women all over the state who are calling you flat broke, no ID cards, no cars, no place to live, and maybe not even shoes on their feet because they've been thrown out of a moving car, or they've been shot five times in the back with a 9mm because of running away from their pimp - I mean what do you do?

I wasn't going to form a 501c3 and get our donors harassed by the IRS or stalled like the Tea Party was stalled for years from even being approved.  I didn't want our members files to be public record either.   You need a nonprofit to hold fund raisers and grants.  Sharnel was using "A Scarlet Covering" to run the alternative sentencing program.  We needed to be able to have a place to put women that couldn't be found.  Not by ex-cops private investigators like Chris Butler, or constables like John Bonaventura, or men with access to the Governor like Lance Gilman.

Welcome to Tonopah.  We met a man who owned just about everything in Tonopah at one time.  He owned the Clown Motel, a bunch of apartments, the little casino in town, the thrift store that sold clothing and furniture, and also he sold used cars on payments to people who had bad credit or needed a break.   The motel even served breakfast to tenants.

So guess what we could do?  We could literally show up at the motel at 2:00 a.m. with a banged up woman and get her into a room without any questions asked or needing any money.  In the morning, she'd have a continental breakfast.  Truckers stay at the motel and if we needed to get her out of state - the morning in the parking lot we could get her into the cab of one of those trucks and to wherever she needed to go courtesy of the wonderful truckers.

If not, we'd call the Pahrump social worker.  Because it's a tiny office - the worker would come right out with a bag of food, a check, a medical pending slip, a housing voucher, and a coupon good for furniture and clothing to set up a new house.   If she needed to apply for SSI disability - the worker would help her fill it out .  If not, and she needed to work - she'd be hired at the motel, the casino, the thrift store, or wherever they needed someone to work.  Then this patron saint would take those vouchers and move her into an apartment, get her some furniture, some clothing, and even get her a car on payments she could afford.  He didn't do it for charity now really.  He got paid because our program does believe in the 7th tradition.  But he worked with us to accept those payments and vouchers, and to break things down to where we could get her in and set up considering the situation.

There was a psychiatrist who was based out of Pahrump who would come up to the jail once a week and he'd see anyone who needed anti-anxiety medication or psychiatric medications.  The man who owned the hospital and ER in town also owned the town nursing home.  So if they were banged up pretty bad - we could also take her into the ER and then they'd keep her until she was well enough to be on her own.  Came in handy if she needed drug treatment because then her medical records showed she was in a nursing home not a drug treatment program.  Important to have if you don't want your medical records to say you've been in drug treatment.  It also allowed us to move her around from room to room if there was someone looking for her to keep her safe.

We had a therapist who specialized in PTSD and working with prostitutes who would do weekly therapy via skype.  We'd have weekly meetings at the local bookstore in town which was across the street from everything - the motel, the casino, the apartments, etc.   They also had NA and AA meetings there.  If she didn't have a computer for her skype therapy sessions - the bookstore would let her use their computer and a back room.

Then once they were on their feet, stable, healthy and wanted to move on out of Tonopah - they could either hit Carson City with Sharnel or Las Vegas.  If they wanted to go further - they again could hitch a ride with a trucker or they'd have the car paid off by then to drive themselves.   We had a little assembly line of recovery going by then.  There's a lot of retired veterans who live in Tonopah and would go to the AA meetings.  If I needed help to go pick up someone calling for help in Pahrump, Vegas, Mound, Reno, Lake Takoe, I could get one of the volunteers to go or even ask one of the truckers to pop on a passenger for us with "mum's" the word.  Some drivers would drive up and down the state almost daily - so we had regular truckers even we could count on to pop a woman into a truck and bring her to safety.

(PS - after Truckers Against Trafficking came to pass we have trouble getting rides from truckers anymore for victims.  Now I spend time arguing with them telling me "call the national trafficking hotline for help" and they walk away.  The few I get to call the hotline themselves to learn that's not going to get a woman from Storey County into a program in Las Vegas who has no money - take me an extra hour to convince them to call and then convince them we're not going to get them in trouble with their boss.  We're just on the "down low" as they are about it.  Seems they have trouble understanding no matter what the program may be in Nevada - no one transports the woman there and we have to get her there!)

As for those under 18 years of age - up until Judge Voy opened his courtroom we'd take them to a bus station or airport and www.childrenofthenight.org would fly them out to them.   Only after Judge Voy took over and opened courtroom 12 - he had other plans.  Before, social workers, police, probation officers, would call me when they had a minor on their hands who needed to get away from a pimp.  I had one girl who actually stabbed her pimp to death and needed to get out of Vegas before his associates came looking for her.  With her, her probation officer brought her to my house where I then got her to the airport and then to Children of the Night.

I had another case where the father was pimping both the mother and all of his four daughters.  The mother thought the only way out was to kill her daughters, and then herself, so she had drugged the girls and then tried to kill herself.  She didn't do it right and everyone wound up in the hospital.   The eldest teenager daughter when she woke up grabbed the other girls and came to my house for refuge.  I had the father banging on the door demanding I return them.  I took them out the back and put them on a bus to Children of the Night and they're all fine now.  One graduated college, and the other is married with two kids now.

Now in 2007 - I had given a press conference about how sex trafficking was real in the legal sex industries of Nevada.  I have clips at www.hightechmadam.com about this international press conference.  Judge Voy was aware of the press conference - so he knew we were operating in Nevada in 2007.  So it's not like no one knew who I was in Las Vegas in 2008 when Judge Voy decided a better approach to teen prostitution was to not give them to us, not give them to Children of the Night, but to instead lock them up in jail.  http://www.reviewjournal.com/news/judge-touts-safe-house-kids-ensnared-prostitution   BTW - he admitted in print he had locked up girls WITHOUT there being a criminal charge because he was "worried" they "might work the streets".  I'm sorry but isn't there a law about "habeas corpus" or something about you can't "deny someone their freedom without due process"?

He then starts parading these teens in jail around to the press while asking for $2,000,000 to open his own residential 14 bed program.  Mind you - he sees 14 girls at least a week in his courtroom.  Having 14 beds wasn't going to even put a dent in being enough IF you could get those girls to stay in a locked down facility.   The only way would be to arrest them and then force them to stay.  This lock-down program also takes them out of school, and away from any good friends and family they have, a local church program, and certain away from other survivors in recovery.

Meaning in 2008, suddenly I have a judge who has decided instead of getting these girls into existing help he's going to parade them around while asking for money like they do with abused animals to get money donated to the ASPCA.   Oh I forgot - an operating budget yearly of $649,000.  Where is that going to come from?  This was the "better solution" than the existing one we had which wasn't costing the state a penny.  For those sent to Children of the Night - Nevada never paid one penny for their transportation or their housing. Those who came to us - same thing.  We never charge for what we do.   But after Judge Voy opened courtroom 12 - every social worker, probation officer, and cop was told by him and by the mayor Oscar Goodman that "if you even read the report Jody Williams and Melissa Farley have written - you'll be fired" in 2007.

Shame.  Maybe if Andrea Swanson's husband had read the report in 2007 their own daughter might not have fallen prey to a pimp that she spoke about at the hearings for AB67 in 2013.   I say that because her husband was in law enforcement and thus one of the men threatened with being fired if they even spoke to me, let alone read our report, about how sex trafficking operates in Nevada, and what you can do to pull your kid out of it written not by law enforcement - but by someone who has been working with this community since 1984 overall and in Nevada since 1996.

What ever happened to "station Tonopah"?  First we started noticing a lot of zoning violations.  I remember the parking lot had to be repaved.  Then roofs had to be redone.  The electrical systems had to be upgraded in all the buildings.  The propane tanks had to be moved further back and 10 feet off the ground.  Then one apartment complex was divided into two counties.  Meaning that suddenly there was two zoning inspectors from two counties out for the same buildings!  One of the judges for the Goldfield county was an hour drive away!   Doesn't sound that hard until you realize how expensive it is to get any licensed contractors out to Tonopah!   Anyone licensed was either in Vegas or Carson City and thus an arm and a leg just to get an estimate done.   Then to bring in equipment like to pour the cement and tar in the parking lot?  Another arm and a leg.   But this man kept rolling with all these zoning violations.   He told us they hadn't bothered him before - but boy were they coming now!

When that didn't seem to deter him from helping us - a fire broke out and almost burned down one whole apartment complex.  He had to redo the  whole roof he'd just installed in one whole building and it cost him $10,000.  I don't think we thought it had anything to do with us - until the police came out and told him it was going to keep up until he kicked all of us out of his buildings.   He refused and came and told me about it.  Told me he wasn't going to stop helping us and that God had made him wealthy so he could help us.   I think he was fine until his wife died actually.  After his wife died, and they kept up with the threats and the zoning citations, he came and told me that one cop had been pushing on him really hard to "throw me out in the street".  He said he wouldn't but he was getting worried this cop was sounding desperate like he might trying something else if I didn't leave town and get out from this guy's radar.

Sure enough the next day was when I had five cops and a drug dog at my house with a warrant claiming I was "impersonating Jody Williams".  They tossed my house for hours, and then took all my banking cards, checks, checkbook, etc.  Told me I had to "go to court to prove it was mine".  Then after tossing my apartment one of the cops called CPS.  Said the unit was "uninhabitable" and that my child should be removed.  Thankfully the CPS agent laughed and told me "you have four hours to clean the apartment" which wasn't easy with my disabilities but I did it.

Then when they came back to a clean apartment - I could see he was angry.  Even angrier he couldn't find any drugs to arrest me over.  He asked to "speak with me inside" and that was out of the security camera view so I refused.  He could say I attacked him or anything so I told him no.  Then he got really angry and said "I'll be back".  I didn't like the sound of that one bit - so I literally packed up and we all hauled out of there that night.  I wasn't going to find out what he had in mind when he came back.

After we left, our volunteers started being stalked and threatened.  One man had his apartment robbed and the stress caused him to have a heart attack.  One man was so cared he left town and another left the country he was so scared!  He was getting calls from a NY number with threats that really scared him.   This owner also started getting threats and stalked.  Then someone lit a fire in one of his buildings.  Someone set fire to the storage units.  I remember he told me about  a lot of fires and that's when he said with his wife gone he just wanted to "go be old and quiet somewhere now".  I understood.  He sold all the buildings and did just that - retired.  We got a lot of women out of the sex industry, and away from their pimps, because of Sharnel, this man, and those volunteers.

The therapist got some kind of slap on the wrist for doing the therapy session on skype, but then the county turned around and started doing the same thing.  The social worker who helped us was fired.  The hospital owner had a bogus lawsuit and complaint filed against him so he sold the property.  Basically everyone got harassed, stalked, threatened, and attacked until they stopped helping.

I moved down to Vegas in 2009 right after Jeane Palfrey, the DC Madam, was murdered.  I rented a house from someone so everything was in his name and I couldn't be traced easily.   He was approached by some "friend" in Metro and next thing I know he's accusing me of stealing furniture in the house I was paying for along with the rent.  I had the contract and receipts showing that I had paid for the furniture I took with me when I moved out after he physically threatened my daughter.  We moved out a week after he tried to attack my daughter for some crazy reason and her dog stopped his attack (what a great dog!).

That's not all about Nevada - but that's it about "station Tonopah" and Sharnel.  Since Sharnel's gotten out of prison I've tried to reach out to her and don't get any response.  But this takes us up to about 2009 in Nevada.  More later on Nevada in another blog.
